Minor DWAINE help library is missing

Using the "help" command on DWAINE returns an error informing the user that the help library is unavailable or invalid. (will edit in exact error message if i get a chance to check it again) This occurs no matter how the command is used. In addition, I can't find the MOTD file, though it's all still functioning, so I'm guessing there were some changes to DWAINE that caused all of this.

I've confirmed it on Cog1 so far. Will edit in if I or others can confirm on other maps.

Just had a round on Clarion where the help library was functional and the MOTD file was present, so this may be resolved, question mark?
