Securitron Access Improvements

A few improvements to the Securitron Access PDA program app thing:

- A button that summons all available securitrons on the station.
- A button that makes securitrons move with a bit more urgency.
- Ordering a securitron to patrol / wander around a general area or department.
- The ability to order a securitron to arrest a specific target, regardless of arrest status.
- A more responsive readout in the program UI that makes it easier to tell if an order went through or was eaten by lag.

Cus I want to play RTS AI.

Securitrons in general could use some reworking, they're one of the few networked things on the station that don't actually work well with it (the other being the MULE). There were some issues with their wireless packets that were never ironed out.

What'd also be nice w/r/t "wander around a general area or department" might be "Guard (beacon)", where you can pick from the various bot navigation beacons and have the bot sit there or wander around it a little.

Doesn't have to a be a button, should be standard. Currently the securitron strolls to the call securitron function. Let it go the speed of pursuit mode. This alone would be a huge improvement.

I like the idea of summoning all the secbots to a location.

Designwise, it would be nice if all these orders could be issued from the same page that lists the securitrons, maybe with little clickable icons next to them
