Minor "Toggle Deadchat Local Only" doesn't work

Pretty self-explanatory. Toggling deadchat to local only will still result in you being able to hear every ghost.

Really annoying when you want some peace and quiet but still want to watch the round.

99% sure that's the intended functionality. 

Local-only just makes it so the only LIVING voices you hear are those on-screen, the ones that usually appear in Bold when they're nearby. Seeing as deadchat is also defacto "I don't want to divulge this to the round in progress" admin posting too, not sure you'd want that to be a thing anyway.
