Try step one of the blob tutorial.
You can't do it because you can't deploy your nucleus on an area that isn't the station.
I would highly suggest making it so that the blob tutorial areas are exempt from this rule!
Edit: updated this to Critical as it is a complete failure of a feature (the tutorial system for blobs). Feel free to let me know if this is an inappropriate assessment!
