I'm pretty dang sure they can? Humans can't understand them but being turned into a monkey or joining as one should still let you understand human speech. Unless this was changed in the last like week

Monkeys can understand humans currently. I'm 99% certain of this.

I'd be in favor of a handheld device or headset that works as a translator, however. Maybe robotics could craft the headsets?

Yeah and I typically use the machine translator implant if I see a monkey running around, chimpering away. It works just as well. Just throwing ideas around.

IIRC, only martians spawn without the ability to understand speech.
