Not pictured: about 15 more cyborgs that were forcefully converted. Seriously all you need is a one human law and one robust cyborg and you've got a huge army of cyborgs at your disposal. For 6 TC.

Still, it would be nice if it worked on dead people. It's kind of weird that it doesn't, really.
