Here we have an idea brought to you by the mind of oxy from the ss13 irc.
The antagonists in this game mode are a number of pop stars who come to SS13 to facilitate their ascent to super-stardom. Every round starts with at least 2 pop stars who compete for the complete adoration and unquestioning following of the station crew.
There's at least a dozen musical subcultures that would work here, I guess. It would be possible to give them all specific powers (like a guitar wail that stuns for rock stars) and weaknesses (like a heroin-and-shotguns-weakness for Grungeheads), but since this is just suppposed to be a rough draft for the game mode, I won't go in depth with that here. I just propose that it could be pre-defined subcultures for balancing, or a DIY approach for maximum chaos. At the start of the round, the star could have the (DIY) opportunity to define a couple of laws defining his subculture, which work pretty much like Cyborg laws. Those laws should typically revolve around dress codes and subcultural habits, the stance towards authority and so on. An example for a Goth star could be: "1. Wear as much black as possible. 2. Be depressing and nihilistic. 3. Be nonconformist.". Alternately, if you have a number of preset subcultures, those laws could already be in place, just like the (pre-defined) powers.
Popstars compete for the ressource FAME, and converting certain numbers of followers unlocks new powers for them. The ultimate goal is to convert every last crewman to your subculture, or maybe just converting a certain number of people. The question if they all have to be alive, or if it is enough if they're a member at the point of death, is another one I will leave open to discussion, because I've really not thought this out quite yet and I'm sure there's a number of balancing issues. I also haven't given much thought to the powers but I am sure coming up with powers for those kinds of antagonists will be the smallest problem. Guitars could stun and deafen, rappers literally burn their enemies, while techno/electro might cause EMP. And all of them could make you dance involuntarily, which would most likely just give you the effects of drunkness minus maybe the vomiting.
The popstars do this by playing their music to the crew. If enough of the music has been listened to (the station PA is probably too shitty to carry the full impact of the music, but a nice ghetto blaster could very well do the trick), station members turn into followers of that star and devotees of his personal subculture. No matter how this is actually balanced in the end, at some point this should devolve into punks dragging the janitor into maintenance, cuffbuckling him and having him sit through a recording for "God save the Comdom, the fascist regime".
And of course, since there are supposedly always at least 2 stars, there should be terrible brawls between members of different subcultures in the Bar over their inferior dresscode, or the fact that guitars are for geezers, or whatever.
Security might be able to "deprogram" members of an undesirable subculture, by playing them healthy instructional Centcom PowerPoint presentations, sessions with the Chaplain, or something similar.
