You can't see the ghosts themselves, but the T overlay is visible.

If I recall it also does then when a traitor ghost is observing someone, leading to really awkward situations where you can reveal yourself on accident to non-traitors.

As a syndicate operative the same thing happens where the little overlay is still there, where the ghost is and can move around etc. with the ghost.

Yeah, not only is this a bug, but its arguably an exploitable bug as well, in theory, one could use metagame merely by having the borg follow them like some kind of mystical fairy, which, actually sounds pretty damn hilarious in that context, but still its a bug...
