Prioritize steel over pharosium in fabricators

If an item requires plain 'metal' to make, the fabricator will first use up mauxite, then pharosium to make it. However, it will then prioritize pharosium over steel, using it up for the metal as well as conductive metal cost of making an object. This uses up valuable pharosium, and makes processing steel in reclaimers fairly pointless. My suggestion is to prioritize steel over pharosium, thus allowing the pharosium to be used purely for the conductive material cost of objects.
