About the PR
Adds a new underfloor object: arrival notifier
When something with a barcode that matches the destination crosses it, it'll send a message to the relevant mailgroup e.g. Engineering for the engine, Cargo for QM, Security for Security. The message is blocked by signal blockers.
Semi-related cleanup:
* cogmap2 unused destination "Trader" removed
* underfloor machine layer defined
* admin button interact for testing
Why's this needed?
Make crate routing a little more usable
