[MERGED PR] New map: Neon Deepwater Research Facility - Removes Atlas from rotation

I really like this map, but there's a clear lack of posters!!!

I'm talking NT & Sol posters in the hallway, no-smoking posters in medbay, movie posters plastered in the crew quarters, "CLEAN HANDS SAVE LIVES" in the bathrooms/operating theatres, maybe even an "EXPLORE THE TRENCH" poster next to the elevator would add so much soul to the map

Could we remove the torpedo's from Neon? I feel like the maps already an antagonists heaven on low pop - it might not need massive destructive missiles they can launch anywhere with no worries of failure as well.
