Let Scifabs print empty tanks

The general manufacturer can already print them, and since Science has Toxins who often need empty tanks (I know that we can just empty normal tanks, but the pump is often in use already for e.g. oxy cooling), I think it'd be a good QoL change. If it's not, that's fine, I don't mind leaving the lab every once in a while.

Makes sense to me, I only put them in the general manufacturer because that's where empty canisters are and because I was thinking about people needing internals, but having them in the science fab too is a good idea imo

Not a bad idea, that could prevent engi-nerds from running out of tanks for their singulo setup
