Crisis Alert overhaul

Crisis alerts are an awesome way to inform relevant staff of where they're needed, but they can lead to too many people responding to a call and are less effective in private spaces, requiring the AI's attention or someone there to open a path.

Here's how the new Crisis Alert would work:

1. PDA scans an inserted ID and saves its access level, name, and title in the Crisis Alert app. (The PDA can't function as an ID at this stage; this scan simply stores the accesses in its memory.)
2. Sender's PDA send out an alert.
3. Eligible staff receive the alert, and have an option to "Respond" or "Ignore."
4. Selecting "Respond" allows the responder's PDA to act as if it were an ID with the sender's access level (which was saved in step 1) for a little while, and sends a second message notifying other potential responders that their coworker intends to respond the alert. Any other attempts to select "Respond" by other potential responders are ignored.
5. The responder's PDA now has an option to "Request Backup;" Selecting "Request Backup" notifies other potential responders that you'd like help and allows them to select a response as in step 3.
6. Responders have an option to mark an alert as "Complete," removing their access and marking the alert as such.
7. Crisis alerts stale and become unrespondable after 10 minutes, and each ignore reduces this timer by 3 minutes.

Ideally, this'd come with a new PDA app that would track the crisis alerts and their status. Something like...

We were talking about this in admin chat just now and here's what I had to say:

The posted idea adds maybe a *bit* too much complexity to it for it to be as effective as I think OP wants. I like the idea of a dedicated crisis PDA app, but the remote ID Access escalation sounds counter to the way ID access is designed and somewhat overpowered. It would make sense in an IRL system to help people, but in terms of the current game design, it doesn't fit.

It sounds like the main problem he wants to address is to avoid "bystander syndrome" where people see the alert, but don't act on it assuming someone else will. To that end, I think a solution that would give you more bang for your buck(in terms of ease of use and simplicity of development too) would be something like this:

Add a link in the chat message from the original CRISIS ALERT which the recipient can press for their pda to instantly send a message back to the person who sent the alert and to the crisis mailgroup saying "Officer X: RESPONDING"

But going further and giving them more buttons to press in response to the response and whatnot are just going to lead to noise if they're sending out more chat messages.
