Allow Floorbots to Repair Tiles

Floorbots are in this weird position where the only time they're useful is also the worst time to use them; if a breach happens, it's faster and far more efficient to crowbar up nearby intact tiles and cover the space spots instead of finding a floorbot and dragging it over. Allowing them to repair broken tiles and place tiles on floors that have no tiles would let them sleep at night instead of laying awake thinking about all the ways they let the crew down every shift.
