Minor Voltagen doesn't stun properly anymore

Voltagen, because of the new updates to status effects and stuns, no longer properly stuns players when it depletes and creates a shock.

I had used a pill of voltagen to attempt to evade arrest, but when it had decayed, it had merely caused him to jitter a bit, and didn't properly stun them.

This kinda sucks, because one of its neat features is being able to stun people near you when it depletes, and now it doesn't work properly.

I noticed a similar issue as well, but with the arc tool for guardbuddies.

Yeah this has been a very long-standing bug, shouldn't be too hard to fix.
