Give cog1 mining/cargo hangar a pod manufacturer

The pod manufacturer for the mining/cargo is inside the QM, which miners don't have access to. 

On other stations, miners will have a pod manufacturer with which to create mining pod equipment like drills or plasma cutters.

arent there even 2 in the public hangar? one in the actual hangar room and one in the room adjacent to it, with the space suits and mats?
maybe one of those could be moved over there, since they seem redundant.
