An idea for the handheld version of the flashlight:
Click a tile with the flashlight in hand, and have the light project where you clicked rather than around you.
The effect lasts until you point the light elsewhere, or move

I quite like this idea. I'd imagine that it would shine a beam of light that is far more focused, and therefore can go farther and lights up more stuff. Maybe you could have it so that it either has an area effect or always shine in the direction you're facing as well (until you clicked somewhere to focus it ofc)

Having it shined at you could be a bit like being flashed, vision obscured wise.
You could see the area around you that the beam illuminates, but have the further tiles obscured.
So, a Sec team could have someone obscure the view of someone armed with a gun while others take aim
