A couple of genetic glitches

Two things:
- You can no longer create an injector from a stored mutation unless there is an occupant in the scanner, which is a bit weird.
- Cranial Keratin Formation is listed twice, and can come up twice on the same person.

maybe they create different horns, such as unicorn horn, or antlers

These should be fixed.
