Quartermasters Unable to use Bank Records Console

Quartermasters have a Bank Records console in their office, which they appear to be unable to use. I'm assuming that there's a bug with their access, or that it's unintended for them to have a console they can't use.

I forget whether or not you can check the station balance without logging into the console. If you can then it makes sense for it to be there. QM makes dosh -> Asks AI to transfer excess to needed areas -> QM doing good job. If you can't then it's a bit silly, ya.
