Wraith abilities missing at roundstart

If you start the round as a wraith you have no abilities. An admin can fix it by de- and then re-wraithing you, but they're not always available so I'm putting this here.

SAs cannot wraithify people, so there's been a couple people that have been given wraith IOUs when PAs were not available.
