Uniform manufacturers dont accept material

Hi.

I was the QM recently, and decided to manufacture uniforms for profit.
I purchased some cloth from a vendor (also haggled the price down a bit).
The cloth arrived, but the uniform manufacturer refused to accept it as material.
I (and another player) attempted to put it in other uniform manufacturers, but none accepted it.

Current theories to cause:
The trader does not give a type of cloth the manufacturers take.
This may only happen if you haggle. (I'm planning on testing this next round)

Uniform manufacturers are bugged, and dont accept good materials:
I don't think this is the case, but I would guess it's either the cloth or the manufacturer thats bugged, and this is the other option

You need to put the cloth through the portable reclaimer first to turn it into fibrilith. That said, it'd definitely be more intuitive if you were able to load cloth straight into the manufacturer.
