Optical Meson Upgrade for cyborgs doesn't work

I didn't see this in open bugs, and searched the bug reports forum for 'meson' to see if this has been reported before.

I made some on lljk 4 to go mining, and they didn't work. I made sure they were turned on, by the way.

As far as I know borg mesons have a nasty habit of being unusable.
