I think that hand held items you deconstruct are just so cheap that they give no materials back, not sure though.

No, the materials turned up when they were on the floor. If this is still a thing, it's the materials disappearing inside you when you're holding the thing.

Oh, what were you disassembling anyway? Multitools and T-Ray scanners just gave 0 materials if I deconstructed them in hand or on the floor.
