About the PR

Reworks defibrillators to use power to prime the paddles.

* Power usage details
* Defibs come with a 200 unit power cell, swappable with custom cells, and each use takes 25 charge
* VR defibs come with a self-charging cell
* Medical Nuclear Operatives get a self-charging defib
* Podwars medical belt gets a self-charging defib
* Cyborg defibs use 100 cell power per prime
* Cryo cell defibs use 100 APC power per prime
* Mounted defibs use 100 APC power per prime
* Mapping changes
* Medical areas come with special table-mounted defib rechargers
* Generally, maps have one charger in the break room, and one in the main medical area
* Low-pop maps only have one in the main medical area
* Misc changes
* Move defib code to own file
* Updated materials required to print defibs
* Add blue stripe to defib mounts and mounted defib sprites and to better differentiate them
* Rechargers now check their accepted types list
* Fixes #22981 - removing the defib from a cryo cell not updating its icon
* Remove "faulty" variable in defib code (unused)
* Add doccomments

Why's this needed?
Slight rebalancing for defibrillators to encourage more judicious use
More reason to use mounted defibrillators
Integrates defibs into station power usage

(*)Defibrillators use power when you prime the paddles. Portable units have a power cell, cyborgs use their internal power cell, and mounted units use the area APC.
(+)Medbay generally has two specialized defibrillator chargers. Defibrillators can also be recharged in standard rechargers.

hmm i think this is good and balance very support

Maybe that will enable us to buff the combat use of defibs again. They hold charge for a too short period of time in my opinion.

All for this idea, because I feel like as is doctoring was made trivial in most scenarios.

(Also defib pie might come back, please it was so funny for a clown to throw a shock tool at someone)
