Remote Telescience Controller

A handheld device that allows you to remotely send or receive with Telescience, but doesn't let you change the coordinates. Essentially something to help solo Telescientists extract themselves from expeditions when the Engineers are not competent enough to run an indefinite portal.

It won't be available directly: I'm thinking it should be found with space exploration, preferably hidden behind something nasty. The area will be teleblocked of course.
