Since class crates are what the vast, vast majority of nuclear ops buy, it seems logical to put them above the individual items. As an added bonus that means the class crates will be the first thing new nuke players see when buying their gear. I've noticed a lot of newbies tend to not end up using class crates, and I think part of it is that they buy something they see in the list (often a c-saber, which is its own problem) before scrolling down all the way. While I'm very sympathetic to the idea of penalizing impulsive behavior, the fact of the matter is nuke is a team mode and bad choices hurt more than the person making them.
Plus I don't have to spend half a second scrolling down. I'm not alone in being unnecessarily annoyed by insignificant but avoidable wastes of time, right?
