Major Implant guns not dropping implants when missing

When you fire an implant with an implant gun and miss, the implant is supposed to drop onto the floor as an item. However, when I tried it today with health implants, that didn't happen, and I wasted the implant.

Yeah, I'm fairly certain. MBC copied and pasted some a commit message announcing this when people were discussing ways to revamp rev, and Flaborized hyped it up in chat once.

Fixed! Now the only reason why they might not drop an implant should be because you stood right next to a wall or window and shot directly at it (which kinda makes sense, hopefully?).
