Selling Power on the Destiny

It'd be nice if you could charge up power cells and sell the electricity in them to merchants who wanted them. Basically you'd just charge a cell, give it to the merchant, and they drain it and give you credits and the empty cell. Useful way to make money on the Destiny, as there's no PTL and usually there's not an active cargo and mining/hydroponics department. 

Also possibly just being able to ship out filled power cells in QM and order empty cells. 

The credits gained per unit should be stupidly small, like 1 credit for every 50 or even 100 PU, or whatever the PTL ratio is.
