[QoL] Borgs: Keep ordering of tool selector

Equipping a tool used to remove it from the tool selector, and unequipping re-added it in last place, thus changing the ordering of all tools whenever one gets used. This makes for a confusing interface, because you have to either look through all pages or try to remember how recently you have used the tool you're looking for. This patch changes it so the tool selector never changes the ordering of its tools, by just deactivating (and graying out) the selector button instead of completely removing it.
