Add telescience blocks on the mining Z-level

Please do this, i see people doing it more and more often, just using telescience to loot the entire mining z.

I swear, if the drones weren't so deadly, I'd much rather actually explore the z-level than use telescience.

But as it stands, the HK drones are horrible. They shut down your systems AND damage you at the same time, making it a pain to fight back.

Would be nice if the whole mining z level was blocked for a month or so on cogmap 2 and no map of it in goonhub so we can explore it in a fun way (If we get a new mining z level :I)
