Its basically the same as the Telelocker Remote file that the RD starts with, except its connected with the Telesci computer.
Im still not too sure how PDA stuff works exacly but if Cartridges are the same as PDA files then It would be a cartridge which starts off in Telesci and when installed in your PDA it gives you basically the same options as a normal Telesci computer but with the downside of having a cooldown twice as long.
And it also has a chance to not work since it IS a prototype.
