The mutations that make it more difficult to communicate - I don't know what their names are, since I got them through radiation - should keep the same set of letter substitutions for about ten minutes, so peoples helpless begging for assistance is at least a little more intelligible. Likewise, it should also scramble PDA messages in the same way, and disable custom emotes.

Making the accent mutations more legible is the exact opposite of an improvement.

Still, with that specific one, it feels like being able to PDAsay and custom emote is cheating a bit.

Quick psychology lesson.
The speech mutations have the in-game name of "Frontal Gyrus Alteration". Technically speaking, there are multiple frontal gyruses, but in this case we'll assume that the inferior frontal gyrus is the key component here, since it has a very specific area of the brain, called Broca's area, that's directly linked to speech production. "Speech production", in this case, is defined as the productions of words using one's mouth, and is explicitly stated to be different from LANGUAGE production, which is one's ability to be able to form words into sentences regardless of medium.
Since someone with one of these mutations only has the bit of their brain involving SPEECH production altered, their LANGUAGE production is most likely completely unaltered, and so they're able to write words on paper and type messages into PDAs with just as much legibility.
