I do Agree, if you have to go shambler, you probably fucked up.

you should only pop shambler when you can control your surroundings. cramped enclosed space/emergency shuttle: shamble away. middle of the hallway: bad idea.

Shambler mode is already powerful as is, albeit situational.

Use it to get out of tight fights (other lings, vamps, etc, small crowd actively bashing your skull in), not in morning rush hour sized crowds.

If you're in a cramped, enclosed space with just a couple of tough foes, you don't need to use shambler, though. Just acid spit them. Popping shambler is always going to be done in the open while outnumbered, because there's no such thing as a tough one-on-one fight for the changeling. Even ling vs ling is just a game of chicken where whoever stings second wins.
