New Gamemode Idea (but not new Antags): Rivals

I'd like to suggest a new gamemode to be added to the pool. Not a new antag, just a new gamemode, like how Spooky is a mix of all the more monstrous antagonists but has none of it's own (unless you count Wraith, I guess.)

Specifically, the gamemode would be called Rivals, and it would have 3 antagonist types that can spawn: Traitor, Spy Thief, and Wizard, with a guarantee that more of the Syndicate antags spawn than Wizards.

You may ask, "Why?". So, here's a few reasons:

Reason 1, and the biggest reason: Wizard is currently probably the rarest antag on RP servers. Sure, Wraith is rare too, but AFAIK Spooky guarantees 1 wraith, it can spawn on Intrigue, there's a lot of gamemodes where it has a chance to spawn as a bonus antag, etc. Wizard only has Intrigue, as the Wizard gamemode is disabled on RP. And were Wizard gamemode to be re-enabled, you would have whole Sorcery Squadrons descending onto the station, which Sec just isn't ready for. And you could increase the odds of Wiz in intrigue, but that would just still leave it competing with every other antag to spawn at all, ever, in the one mode it can appear in.

This gamemode offers a solution to that; Another gamemode to be rolled that has Wizards far more likely to spawn in it, but also both types of standard Syndie operatives to dilute the pool and make sure it's not just Wizard mayhem. And some of them are spieves, too, which are an antag that need to snowball before they can go whole hog. So this gamemode absolutely CAN become aggressive syndie and wizard havoc, but it isn't inherently that.

This also means that 2 wizards in highpop can happen, which gives stuff like the Wizard channel an actual use, since when was the last time you actually saw two wizards?

Reason 2: It lets Spy Thieves happen more often as well. While Spieves aren't nearly as rare as Wiz or Wraith, I still feel like I never see them! Which is a shame, since I think it's a pretty fun way to approach Syndie gear and encourages you to use some weird and lesser used ones that you usually just wouldn't wanna buy or are tied to a job that you don't play much. It'd be cool if this gave them a little more time in the limelight even if it wasn't the full treasure hunt that a full Spief round is.

Reason 3: I think it's really weird that Traitors and Spy Thieves are as unlikely to co-exist as they are. That's really it on that front.

Interesting idea. A mixed Rivals mode sounds like a good way to make Wizards and Spy Thieves show up more often on RP without turning the round into pure chaos. I especially like the syndie > wizard balance and the chance for multiple wizards in highpop. Feels flexible but still controlled.
