Random github issue for Medical assistant

Simple suggestion, add ]gh randomissue to medass, this would allow looking at issues both old and new, to close those that are already fixed, or a bug that people bothered not reporting cause they have reported it already.

Potential arguments:

• (Severity): filters based on the severity of the issue.
  Example: ]gh randomissue minor
  
• (Name/description): whitelists issues that have the phrase you set
  Example: ]gh randomissue doorTo fix door issues

• In case of multiple arguments being detected, it would go, severity then Name/description
