[PR] EMAG disables borg interface locks instead of freeing them

i'd be lying if i said i liked the thought of having either compartments permanently open/unlocked on me just because i got clicked on. 
in this case, regardless of head / chest compartments, EMAGs become borg slaughter tools and i feel like people will be upset if John Traitor walks up to a borg and yanks out their battery/brain in two clicks. even worse if a borg is lawed to attack and kill said traitor, in which case they are actively putting themselves at risk of being emagged with no real way to avoid or prevent this.
from my perspective i feel itll make cyborgs a lot less likely to interact in any way at all with traitors if they suspect they may have an EMAG, instead just reporting them to security and fucking off without having any proper interaction between the two
EMPs are already strong if you've got borgs to deal with, i don't really see the neccessity of turning the emag into a second hard-counter

Glowbold has a PR to make having No Cell/Power instead limit vision, slow you down and disable your radio. You can talk and hear. I would be okay with the Chest EMAG if that went throug.

The point was not to introduce another hard counter to cyborgs. The point was to axe the old emag behavior because its design innately lended itself towards metagaming issues. Overall, I consider this change to be a nerf to the EMAG.

Using the emag to remove a cyborg requires at least two clicks, and it does nothing to stun or slow them beforehand. Actually using it to secure a kill would require other planning, such as having a flash to immobilize them, at which point they were probably already screwed regardless. There are several traitor items which can kill someone, human or borg, about as quickly if not faster. If cyborgs are afraid of interacting with a traitor because they could be round removed using the EMAG, they should be equally afraid of getting their head smashed in with a c-saber, or shot to pieces using AP rounds. That's just the nature of the game.
