Ahelp sound effect volume reduction on reply

Quite a few people in the Discord's RP Chat seemed to agree it's too loud as it currently is with no volume slider. Why not find a middle ground where:

If an admin is replying to an ahelp, it plays at reduced volume.
If an admin is PM'ing someone, it plays at it's normal loud volume.

Should do well enough without concerns about missing them... right?
