fabricator change in QM on COG1

I think it would be a good idea to replace the ship fabricator in QM on cog1 with a medical fabricator. The cargo bay right next to QM already has a ship fabricator and having a medical fabricator would be handy.

Not sure why cog1 is the odd one out. Every other map has a medical fabricator in the cargo bay. Probably for the best one gets included in cog1.

The departments don't need to be the same in every map.

I think there's a duplicate right there since mining can also use that podbay, though honestly I don't see enough cargo exploration or requisitions asking for pod parts for cargo to even care about that thing beyond gimmicks. At the same time, it's a mild annoyance at best for there not to be one in there. I'd be fine with it getting replaced.

If you really want one, asking engineering or an engineering borg is always an option. Or just raiding medbay supplies.
