I am certain that he cannot approve his own fines, please tell me if I am wrong

Why?
He is an NT inspector, He is supposed to inspect and fine where it needs fining (unsanitary kitchen)

I believe fines take bridge access, and the inspector has bridge access... I might be wrong.
