I was once disarmed by a Sec Officer who was a HoS player so he could take the toolbox and rampage, and I don't remember an admin response. I dunno maybe some admins look at the box differently

In a nutshell, You take damage if you are too far away from the toolbox for too long. In laymen's terms, its a trap meant to keep more people near the toolbox for feeding.

AN EASY METHOD TO GET RID OF ANNOYING TOOLBOX CULTISTS:

Throw the toolbox into the crusher. It will emit a scream and all cultists will be freed. Just don't examine the toolbox and just throw it into the crusher, it's that easy.

As a HoS, this is what I try to do - but I've only ran into the toolbox twice whilst being a HoS and both times I've accidently examined someone who is a slave and then from then on have no choice but to consume everyone

What I've gathered is that if you examine and become part of the cult, you don't HAVE to murder but you also can't just grab the toolbox and junk it either. Along side that, while you don't HAVE to murder - you should feel free to and if you do it isn't A Bad Thing. However, as a security member I've never purposely joined the cult thing, but I have accidently and at that point I figure I may as well have some fun.

it's been a long time since i've been converted (or even really seen) the artistic toolbox but i thought you were only supposed to murder people if the chaplain holding the toolbox said to on a threat of taking the toolbox away (so they could say "if you don't kill Pub Tears i'll take the toolbox away from you all")

Pretty much when you spawn the artbox, you really are spawning it for someone else because the chaplain will immediately die and someone else will take it and complete the rampage. unless you get lucky.

When you examine the toolbox, it says something near the end along the lines of "All who look closely upon His Grace can share in his _____" (I forget exactly what it says so don't hate me) pretty much inferring that if you examine the box you are allowed to act as if you were a traitor to feed the box.
