APC Cell Hotswap

The way it currently works is that you have to remove the APC cell before putting in a new one. If we can swap cells (active hand cell with APC cell) without having to do that, aside from just being slightly more convenient, it might help me keep all of the art lab functions. When I try to swap cells now, even if I'm really fast and the lights don't even go out, the brown doodad easy box pretty much always stops working (can't select or right click interact to use it, becomes inert) and sometimes the DWAINE terminal has problems connecting to nearby devices.
