Wizard Laugh

The idea, given by Flaborized in the discord, is simple: give wizards a laugh that's the Zoldorf laugh.
Not only would it let wizards have a fantastic laugh, it'd make some people have a moment of fear when they hear Zoldorf activate.
Naturally, it would have a cooldown like how you can burp quickly but the sound effect itself has a cooldown. (I think? Might be another audio emote I'm thinking of.)

i saw another admin give everyone zoldorf laughing when they *laugh ed, it was good, would suit wizards very well, this is a Good Idea

On a similar note, let the AI use *laugh and have VOX play "Ha Ha" when it does.
