Maybe make it a burst fire gun in bursts of 3 shots, but the sum of those shots would roughly equate to that of one normal taser pellet. |

The one thing I wouldn't like about this is that it would remove the ability to work on multiple tiles at once, which is an incredibly useful QoL thing for the RCD. |
