Electrician built cargo pads don't show in the list. - Clarks - 04-05-2013
Deploying a cargo pad assembled by an electrician will not add it to the cargo transporter list. Even cycling the pad on and off will not add it to the transporter list.
I know that cargo pads have been phased out as QM tools, but they are fun tools for treachery and other uses.

Actually, the thing behind this is that it no longer gives you things like Cargo Pad (1), etc. If you sneak back into QM and turn their cargo pad off, then turn the pad you built on, it will work.
