D.O.C. does not accept (diner?) eyes for sale - Nnystyxx - 07-12-2016
Apparently, D.O.C. in the debris field considers Shitty Bill & co. (or at least their eyes) non-human, as if you attempt to sell him their eyes, he won't take them, even though he has 'human eye' on his Sell list. This is a tragedy, partly because it cuts down the amount of money you can get from harvesting all their limbs/etc. to 75000 from 90000.
Unsure whether this applies to player eyes yet.

This does indeed apply to player eyes. When I gave some dude better eyes in there, I tried selling his old eyes. It didn't work.
