I've heard tell that Destiny is now the extended server. How true is this? In addition, if it is, why was this change made?

For now, yes, Destiny will be kept on extended. An admin might wander by and run secret or something on occasion but it will be switched back to extended afterwards. How long this will be the case, I don't know.
