They can be opened by anyone regardless of ID or status. Using your open hand with nothing on you will open them.

I believe that the old one just was a plain crate that was labeled contraband. All it contained was a vuvuzela and a banana peel anyway.

Yes but the new one has a lock on it and I've been using it to lock up traitor items as that is the only crate in security now. unlike Cogmap1 which has a contraband crate and five confiscated lockers.

My bad I thought you meant the one by the HoS's room as that's the one I've been using to lock things up. Sorry for misunderstanding.
