I made large power cells from:

Cerenkite - 0 Power Rating
Telecrystal - 0 Power Rating
Plasmastone - 0 Power Rating

and i'm starting to notice a trend

Did you add any conductive metal to your ore mix? It needs something like gold or pharosium to hold any energy.

would be nice if the "conductive material" was a second slot in the thing, instead of just asking for an energy source and not telling you the energy source also needs to be conductive.

I'll try mixing a conductive metal in and get back to you

I agree that conductive material should be a second slot for work bench power cells.

As an aside, how exactly do you get self charging batteries? I understood that you need a radioactive material as part of the power source, but after repairing the captain's antique laser gun with a battery made from cerenkite and gold it still needed charging
