ok so picture this
you have two monkeys
one of them climbs on the other's shoulders and puts on a trenchcoat in order to disguise as a human
the one on the bottom naturally can control where they move, and depending on whether or not it's buttoned, is blinded but the one on top can pick up and throw things at other people

For this to really work you'd need special trenchcoats for the heads of staff. Then 2 monkeys could steal the HOS' trenchcoat and go around harmbatoning people while the adminhelps roll in.
