Roadspikes that security can deploy to be assholes to clown cars, segways, or janitors. Simply if driven over the the wheels of whatevers being driven will be popped and slow down a vehicle.

It should make the clown car uncontrollably bounce off things and like a pinball and automatically abduct anyone foolish enough to be in its way until it breaks.
